This isn't to say that Mace Windu isn't powerful when it comes to the force. He's on par with Darth Maul and is more powerful than Qui-Gon Jinn. But, Obi-Wan is still the stronger Force user which makes him a powerful combatant.
A Jedi Master may not have more than one Padawan. This particular rule developed after the Old Sith Wars, as most ancient Masters such as Arca Jeth, Thon, Vodo-Siosk Baas and Krynda Draay did not have to abide by it.
In the novelization of Revenge of the Sith, we see that Palpatine feels genuine fear during this battle.
