Quiet is not part of a man mission as such, instead you'll come across her during a Side Op. The exact Side Op is #82 which involves rescuing Dr Emmerich. This Side Op is not available until you complete all of the main missions for Afghanistan, so thats numbers 1 - 10.
Quiet becomes available for deployment after completing Side Ops #111 and at the start of Mission 14. Once Quiet is available for deployment, Snake will have additional R&D options to develop stronger weapons and skimpier costumes for Quiet.
To recruit her you'll have to make it to the end of Mission 11. Once you reach the ened of the mission, make sure you do not kill Quiet in the cut scene. If you kill her you'll need to replay the mission and leave her alive. Now continue playing until you reach the end of Mission 14 and unlock Side Op 111: Visit Quiet.
Take her on a mission.
Immediately start development on her Wicked Butterfly, and once that's done, you can then take her out to missions. Bringing Quiet on missions will raise your bond with her and open up development for upgrades to her weapons.
When the mission is complete, she will be found once again at Mother Base.
Metal Gear Solid 5: The Phantom Pain ends after Mission 46, although there are four more missions beyond that. But the collector's edition set includes the spoiler-filled footage above of a 51st event that could help wrap up the game's ambiguous story.
All you need to do is replay mission 11, "Cloaked in Silence," seven times. The name of that mission will change to "[Reunion] Cloaked in Silence," and after completing it, Quiet will return to Mother Base with all of her researched weapons and items intact.

As mentioned, D-Dog is your best buddy choice if you're playing things stealthily. Instead of having to mark out the positions of your enemies yourself, D-Dog will do his best to point out any guards that he spots or hears - all you have to do is approach a base or outpost and he'll do this automatically.
Simply take DD out on missions and let him do his normal work and the bond level will increase quickly.

The first unlockable scene is the shower scene. The scene usually plays out with Ocelot throwing a bucket of water on the player if they have not showered for five days in a row. After mission 13, Quiet will interrupt Ocelot and shower with the player if their bond with her is above 60%.
When does Quiet leave? A chain of events is set in motion once you complete Mission 41. If you're bond level with her is maxed out then over the course of the next three missions she will gradually disappear. By Mission 43 she is gone and Side Op 150 is unlocked.
Yes, really. Now, you can play as Quiet to infiltrate FOBs. You can't change her uniform or head options (because she'd suffocate, right?), but she is great with a sniper rifle. She's proper fast and can jump over high steps you'd normally need a ladder for.
Introduction: After completing Mission 45, You will lose track of Quiet and thus not be able to use her as buddy. However, with later patches it is now possible to bring her back to the Motherbase and further use her as a buddy.
