He's incredibly intelligent, cunning, and manipulative in ways no other Sith Lord was/is. Most others were driven by pure vengeance and/or anger, but Sidious was driven by a primal instinct to survive and gain power. 160–190 would be around the range which I would estimate his IQ to be.

When we first meet Queen Amidala, she's a smart and self-confident leader who is often underestimated by her enemies due to her young age. During The Phantom Menace, Padmé manages to unite the human and gungan peoples of Naboo to fight together against the Trade Federation's invading army.
Princess Leia is certainly the most intelligent character within the Skywalker family, which is clear from the start. Leia is someone who always thinks before she acts, and has a response to any situation or comment from other characters, which is a lot of fun to see.
Qui-Gon Jinn, a Force-sensitive human male, was a venerable if maverick Jedi Master who lived during the last years of the Republic Era. He was a wise and well-respected member of the Jedi Order, and was offered a seat on the Jedi Council, but chose to reject and follow his own path.

But one Jedi stands above the rest and needs to start getting recognized as the greatest Jedi who ever lived. That is none other than Obi-Wan Kenobi. While this saga is ultimately the story of the Skywalkers, Obi-Wan is arguably the best and most pure Jedi to ever come out of it.

In Star Wars Legends and Canon, Galen Marek (Starkiller) is the only Jedi (other than Obi-Wan Kenobi) to put a beat down on Darth Vader/Anakin Skywalker.
Yoda found himself overpowered in battle against Darth Sidious, who would become Emperor Palpatine, but his wise retreat gave him time to mentor a new hope before ultimately succumbing to old age and passing into the Living Force on the planet Dagobah.
Lucasfilm Ltd. One of Obi-Wan's greatest strengths has always been his intelligence. Kenobi has always fallen under the category of Jedi who think and plan before they act, as opposed to those who act more impulsively, like Anakin Skywalker.

Sidious, born Sheev Palpatine, was trained in the dark side of the Force by Darth Plagueis.
Smarter: Han Solo
Han's charm comes from his roguish attitude and his bravery, but he does have more intelligence than even he would admit. Han is very good at thinking on his feet, coming up with a good scheme to get the heroes out of trouble.
