Turning in Sebastian will result in his being expelled from Hogwarts. As a result, he won't be available in quests at the end of the game and won't be in the epilogue.
However, if you don't care about learning these Unforgivable Curses then you can turn him in. Doing so will result in Sebastian Sallow being sent off to Azkaban and he won't appear in the ending.
If players choose not to turn him in, the protagonist will attempt to reason with Ominis by pointing out how much Sebastian regrets what he did. Ominis will take some convincing, but he will eventually agree with the protagonist before setting off to convince Anne of the same.
Once you return to the castle, you can visit Sebastian in the Undercroft in the Defence Against the Dark Arts tower, and ask to learn about it. This is the same case with the rest of the Unforgivable Curses. If you decide to turn Sebastian in before you learn the curses, you will lose your ability to learn them.
He's always going to have a showdown with his uncle after he goes too far down the dark magic rabbit hole, and eventually he uses the killing curse on him. None of this changes, the only difference is that you can choose whether or not to turn Sebastian in for killing his uncle or not.
Turning him in brings more restrictions to your experience as you approach the end of Hogwarts Legacy, so the better move is not to turn him in, especially if you haven't learned all the forbidden spells yet and still want to.
He will be taken to the Ministry of Magic to face justice. If you choose not to turn Sebastian in, he will remain at Hogwarts and get away with murder (literally). If he hasn't already taught you the Unforgivable Curses, you can chat to him later and he'll teach you them.
You can also learn it in the next Sallow relationship quest where you should tell Ominis Gaunt "We must not turn Sebastian in." Speak to Sebastian in the Undercroft after this and he'll teach you any Unforgivable Curses you have missed up to that point, including Avada Kedavra.
Though Harry encountered many opportunities that deemed Avada Kedavra necessary, it remains as one of the Unforgivable Curses Harry Potter never cast. For one, he viewed the spell as an immoral practice commonly used by users of the Dark Arts.
If you side with Anne and turn him in, you will lose the opportunity to learn Avada Kedavra. Once you have opted to not turn him in, and fully completed his quest line, you can head to the Undercroft to learn it from him at any time. That is how you learn the Killing Curse, Avada Kedavra in Hogwarts Legacy.
In other words, it doesn't matter in the slightest whether players let Sebastian take the relic during "In The Shadow Of Time." Although this certainly a missed opportunity in Hogwarts Legacy, the reality of the situation is that the player's input doesn't affect the outcome, and so they should feel free to make ...
To get the good ending in Hogwarts Legacy, players will need to respond with "I intend to keep it contained here," to which Fig will react positively.
Sebastian used to be a sassy and charismatic young boy, but he was turned into a killer who didn't seem to realize the gravity of his situation – innocent as a child- still thinks ends justify the means and that his sister will forgive him.
To get the "good" ending, players should respond, "I intend to keep it contained here." The second dialogue option has no impact, so players can choose either response to see the good one: "I intend to keep it hidden forever" or "I intend to keep it a secret for now."
In the end, players should opt for whichever option they feel fits their character best, as there is no real difference between withholding or telling Sebastian the truth in Hogwarts Legacy.
In the Bad Ending, your character again struggles to handle the Ancient Magic unleashed by Ranrok's defeat, but instead of getting help from Professor Fig, you absorb some of that magic into yourself. Gaining an extra burst of strength, your character is then able to seal away the remainder of the magic on their own.
The darkest of the Dark Arts, Harry Potter unforgivable curses are the Cruciatus Curse, the Imperius Curse, and the Killing Curse. Although the curses are highly illegal, Harry using Unforgivable Curses happened, but he uses them once he was thrust into the Second Wizarding War.

Disarming is about defence, not murder. Voldemort was a killer, Harry was not. It was an important distinction for Harry, who had learned so much about Voldemort and seen first-hand the ways in which they were similar.
In order to conjure the avada kedavra curse, you have to want to kill your victim. We all know that Voldemort could easily kill a child without an ounce of remorse... but not Snape. Snape didn't want to kill Dumbledore, and this was why the spell was blue instead of the usual green.
Unfortunately, while you'll be able to use it in the arena, you won't have access to it anywhere else. So if you are looking for another chance to learn Avada Kedavra in Hogwarts Legacy, you can't really, but you can use it for a while at the Dark Arts Battle Arena.
For example, “Avada Kedavra” turns the brightness completely down and puts the phone on airplane mode, essentially “killing” the phone.
Its basically taboo. In the magical world, using one of the three unforgivable curses is the worst possible thing a person could do, and avada kedavra's the worst of them. Nobody half decent would use avada kedavra, and the people who were ready to use the spell were all on voldemort's side anyway.

For the rest of the series, Sebastian acts as pretty much the “series baddie”. And once Rosalind is killed off, Sebastian proves his worth as the number one baddie. And as we soon learn, he's not doing all of this on his own.
Unfortunately for all you romantics, Hogwarts Legacy does not have romance. The game does not venture into the realm of young love.
