Iran's penal code calls for 74 lashes each for “publishing falsehoods” and “insulting agents carrying out their duties.” Flogging is considered a “lenient” punishment for crimes like adultery, where death by stoning is a possible sentence, or theft, which can lead to the amputation of limbs.

According to an official of the US Committee for Refugees, lashes are corporal punishment designated for particular offences, which are enumerated in Iran's Islamic penal code (25 Jan. 1994). The same source notes that there are alternatives to lashes, depending on the offence (ibid.).
That Iran allows for punishment by flogging – the Islamic republic's Penal Code states that the punishment for drinking alcohol by a Muslim is 80 lashes, although Christians and religious minorities are exempt from the punishment – has always been a bone of contention with rights groups.
