The end of Far Cry 4 sees Pagan Min's autocracy overthrown by Ajay Ghale, the protagonist of the game, and the rebel group the Golden Path. However, while the Golden Path's leaders are effective in times of war, they may not be the best decision-makers in times of peace.

If you do wait, Min actually does return, and reveals that he's not such a bad guy after all. He allows you to spread your mother's ashes exactly where she requested, which just so happens to be next to the ashes of her daughter, who you learn is actually Min's child.

In reality, Kyrat will likely become a totalitarian drug state running on forced labour and fear, with no more freedom than under Pagan Min.
IF you don't shoot him, you'll both eat dinner then Pagan Min will lead you outside to a shrine to Lakshmana(your half sister). He tells you about how Lakshmana was your sister, fathered by none other than Pagan himself, and that your father(Mohan) killed Lakshmana when he learned of her paternity.
The game's setting, Kyrat, is a fictional country in the Himalayas region. When building Kyrat, the developers merged elements from real-world regions including India, Nepal and Tibet, but exaggerated those elements.
