Full HD means that a monitor has 1920 pixels horizontally across the screen and 1080 pixels vertically, or 1920x1080, and that's why it's sometimes also shortened to 1080p. If you want to enjoy Full HD content, it's not enough to just have a Full HD TV or projector.

Full High Definition (FHD) is the resolution 1920x1080P. Ultra High Definition (UHD) is the resolution 3840x2160P. What this means is that there are more pixels per inch (PPI) in a UHD TV. This gives a higher resolution on the TV.

Theoretically, yes, the quality is affected since the 720p content is made to fill the 1080p space. Some pixels will always be missing.
720p is also sometimes referred to as high definition or HD; it's the lowest resolution that qualifies as HD. All those numbers can make it hard to get a sense of what a 720p display looks like. It actually depends on the size of the screen and where you are sitting. From a distance, it is virtually impossible for someone to tell the difference in quality between a 1080p and 4K screen. However, if you have a big enough screen, in a small enough room the difference is immediately apparent.

Purely a marketing label by YouTube, nothing has technically changed. 720p is actually an approved HD video format as designated by the ATSC (American Television Standards Committee) and is used in DTV TV broadcasting as an HD format.
