Starting in the Generation II games, most Pokémon have a gender (including Pokémon previously transferred from Generation I games): male (Japanese: オス male) or female (Japanese: メス female); however, some species of Pokémon are gender unknown. The gender mechanic is fundamental to Pokémon breeding.
Petilil and Lilligant are all-female Pokemon with no male counterparts.
Legendaries are interpretations of nature and it's power, as earthquakes and tornados. Latios and Latias have gender as they represent humans. But non of those can reproduce unlike manaphy who gives birth to phione as the ocean gave birth to all creatures.
Genderless Pokemon, like Rotom and Golurk, can only breed with Ditto.
Pikachu actually follow a similar principle: you can tell a Pikachu's gender by looking at its tail. The tails of male Pikachu have pointed ends connected by more-or-less straight lines; female Pikachu tails curve in at the end, with the two round shapes meeting in the center to form the top half of a heart.
Petilil and Lilligant are all-female Pokemon with no male counterparts.
Is the male or female Pikachu more rare? Both genders have a 50% chance of appearing. The only difference is the tail, which looks like a heart on the female Pikachu.
Mew is said to have the DNA of every single Pokémon contained within its body, allowing Mew to learn and use any attack.
Bea breaks the mold that many female characters are compressed into in Pokemon, as the first female opponent that is truly worthy of the title of rival.
Does Sylveon have to be female? Nope. Any Eevee, male or female, can evolve into Sylveon, so long as it knows one Fairy type move and it has at least two affection hearts in Generation 6 and 7, or high happiness in Generation 8.
Eevee's gender was confirmed to be female in XY095. The tail pattern was simply kept consistent with what it was back when this episode aired. Not only that but Serena even referred to her Sylveon as female when she was telling Koharu about her.
Are starter Pokémon always boys? All of the core series starter Pokémon have the gender ratio of 7 males to 1 female, with the exception of Pikachu. This gender ratio was chosen to make the starters harder to obtain.

The games also seem to present Ash's Pikachu as male. Any event that distributes the Electric Mouse Pokémon makes it male with no way to get it as a female. This is especially noteworthy for the special Pikachu in a cap, which is supposed to be based directly on Ash's Pikachu.
However, some fans have argued that Pikachu is based on the pika (Ochotona daurica), a small relative of the rabbit that lives in the cold mountains of North America and Asia. However, it turns out that Pikachu is neither a mouse nor a pika — Pikachu was based on a squirrel!
