Homelander Is Stronger, But Starlight's
Blunt Force/Limited Durability: Supes such as Homelander, Soldier Boy, Black Noir, Queen Maeve, and Stormfront possess strength greater than hers and can overpower and even kill her.
The grand finale of The Boys comic book series confirms that there is only one hero who is actually stronger than Homelander, and that's his (even more) evil clone, Black Noir. Created to be an upgraded version of Homelander, Black Noir proves his superiority in the final battle between these two deranged powerhouses.
Starlight is the one member of The Seven who has genuinely good intentions and wants to help people. Unfortunately for her, she's not the most powerful member of the team, so she has to work with others to influence The Seven from the inside and stop her villainous co-members from committing evil.
Lamplighter, the Deep, and Translucent are all more powerful than the ordinary Joe, but Starlight outperforms them all. Her fists can make a strong brick wall appear like it was assaulted by a huge hole puncher, and she can lift up the rear of a car with ease.
“Homelander is basically the weakest character in the show. So he's constantly covering that up and covering up the fact that he's actually incredibly vulnerable, and ultimately weak, even though he's the physically strongest person on the show.” Starr admits.
However, Starlight does not die in the comics when the story finally comes to a close. She is fully prepared to die trying to defeat Homelander, but Queen Maeve actually saves her from his wrath. This results in Homelander killing Queen Maeve, and Black Noir later is the one responsible for killing The Seven's leader.
Even though Soldier Boy could not take down Homelander with the help of Hughie and Butcher (Karl Urban) using temporary doses of Compound V, it was abundantly clear that he is still the closest anyone has been to the individual strength of Homelander.
One of the most powerful characters on The Boys, Homelander has heightened levels of superstrength, durability, stamina, and senses. He also possesses heat vision that he can either choose to shoot with a laser focus or use as a concussive force from his eyes.
Starlight's main weakness is that her energy powers are dependent on there being an electrical source nearby that she can tap.
Although Homelander is one of the main antagonists of the comic series, he is not killed by his archenemy Billy, but is instead killed by Black Noir. His name literally means "A person from one's homeland".
Though Homelander and Black Noir are theoretically evenly matched, Black Noir succeeded in killing Homelander, making him the one Supe to do the impossible. As the number one Supe, it's unlikely that anyone could defeat the Seven's leader.
Annie January / Starlight is introduced the latest member of the Seven. Her known powers are flight and the ability to project blinding light, though she is also hinted to have super-hearing. She is formerly a member of the Young Americans superhero organization, and a conservative Christian.
As he plans to finish them for once and for all, Meave throws Starlight out of a building hoping that she lands safely. She then goes on to attack Homelander with her sword, which surprisingly turns out to be a metal prop. Homelander easily overpowers her and beheads her.
There is little to dispute Homelander's status as the most powerful Supe. While there are different characters whose niche powers prove useful, such as Mesmer or Doppelganger, in terms of sheer power, there is no one more powerful than the star-spangled hero himself.
Yup, Soldier Boy is Homelander's biological father. Suddenly all these daddy issues make a lot more sense. This character element isn't from the original The Boys comics, but was something Kripke and the writer's room came up with for the show.
While Arthur Curry is far more powerful and competent than his Seven counterpart, the Deep, he just isn't strong enough to take on Homelander.
With superhuman strength, durability, and agility, Kimiko is a force to be reckoned with. Not to mention, Kimiko has insanely powerful regenerative abilities, as we first see in Season 1 where she is able to survive fatal dagger wounds from Black Noir in just a matter of minutes.
However, Noir's fear of Soldier Boy is surprisingly bigger than his loyalty to Homelander. When Noir escaped from Vought due to the news of Soldier Boy returning, Homelander was genuinely distraught over the news as he believed Noir always had his back.
Superhuman Strength: One of Queen Maeve's primary abilities is tremendously enhanced superhuman strength, far greater than that of normal human beings. She was one of the most physically powerful Supes to have ever lived, only surpassed by Homelander.
In theory, Soldier Boy should be able to kill Homelander, assuming his power affects Homelander the same way it affected Kimiko. But there's no guarantee; Homelander could get wind of the attempt and kill everybody before they try something.

The shocking scene of sexual assault still took place on the show but the traumatizing events happened between The Deep (Chace Crawford) and Starlight.
Before Butcher or Dennis can do anything, Starlight uses her powers to knock the man back, but this accidentally kills him when he cracks his head on the hard road.

However, it also represents one more person who deceived Starlight and made her feel as though she was being used by someone she loves. Though their meeting was initially coincidental, Hughie is persuaded to use her to get to Vought.
