Atum overpowers Thor in almost every way, especially when one considers that the beast can manipulate energy on par with Zeus and Odin. Thanks to his constant feeding sprees, going up against Atum is like fighting a litany of gods all at once.

He ranks above Thor here because he's technically the stronger of the two. In fact, he is considered by many authorities to be the physically strongest character Marvel has ever created.
Hulk has traditionally been seen as the strongest Avenger physically — and for good reason, though he's been subdued by both Iron Man and Thor. Then he got wrecked in the opening scene of "Infinity War" and we haven't seen him fight since.
