Haja Estree posed as a Jedi. During the reign of the Galactic Empire, the human male Haja Estree resided on the planet Daiyu, working as a con artist. In his scam, he posed as one of the Jedi, Force-sensitive peace-keepers who were hunted by the Empire after their Jedi Order was destroyed in 19 BBY.

The clone we saw was played by Temuera Morrison, who plays all the clone troopers and Boba Fett. So it's likely this was just a clever little way to give Morrison a small cameo in the series.
In the newest Star Wars series, Obi-Wan Kenobi, the galaxy is being lorded over by the Sith Lord Darth Sidious, the emperor who crushed the Republic and the Jedi Order.

He is the embodiment of what it means to be a Jedi, and his legacy lives on long after his death.
As infuriating as it was learning about Haja's ploy, the character eventually turned out to be an ally after all, helping Obi-Wan and young Leia leave Daiyu and escape the clutches of Reva (Moses Ingram) and the Imperial Officers hunting them.
In the original Star Wars: Episode VI – Return of the Jedi screenplay, Obi-Wan did have a brother, and it was none other than Owen Lars (Joel Edgerton)—Luke Skywalker's step-uncle and Anakin's step-brother.
Personality and traits. Haja Estree guided Obi-Wan Kenobi and Leia Organa to safety. As a criminal and conman, Estree's motivation for his scam was to attain more credits. He enlisted the help of Jayco, who found potential clients and led them to his lair, using magnets and remotes to sell his fake Jedi scam.
The Third Sister was at the Jedi Temple during Order 66. She either saw Anakin kill her fellow Jedi or saw the recording of his crimes. That's why she has such hatred for Obi-Wan. She was a Padawan who escaped Order 66.

MakingStarWars revealed that Moses Ingram will be playing an inquisitor known as The Third Sister: Reva in the upcoming Obi-Wan Kenobi Disney+ miniseries. Early Life. Rey's father was a strandcast produced from the genetic template of Darth Sidious, making her the Sith Lord's "granddaughter." Born in 15 ABY on the planet Hyperkarn, Rey was the daughter of a young man and woman, whose names were lost to history.
Intending to kill her, the Inquisitor advanced on Ahsoka, expecting an easy kill as she was unarmed. He underestimated the former Jedi's abilities, as Ahsoka easily dodged his blows and took his lightsaber, using it to decapitate the Inquisitor.
The clear implication is that all the Inquisitors knew Darth Vader's true origins, which is indeed something of a surprise. Still, it does make sense from an in-universe perspective. Inquisitors were not Sith, but they served the Sith's purposes, trained in many dark side arts to hunt Jedi across the galaxy.
