Spider-Man 3 has long been the butt of jokes among fans of the franchise and while I don't think the movie is quite as bad as the fandom says, in terms of No Way Home, the movie is sadly not redeemed itself. The worst villain return among the five is Thomas Haden Church's Flint Marko.

Spider-Man: No Way Home brought in five Spidey villains from other universes and Doctor Strange's spell could explain why it's only five. In the movie, the five villains are from the two other universes where Tobey Maguire and Andrew Garfield are Spider-Man.
Although No Way Home features five villains from previous live-action Spider-Man films, it is notably missing the New Goblin and Venom from the Raimi franchise along with Rhino and Harry Osborn's Green Goblin from the Amazing Spider-Man duology.
Escaping prison and craving revenge against Spider-Man, Doc Ock contacted Maxwell Dillon, AKA Electro, Sergei Kravinoff, AKA Kraven the Hunter, Quentin Beck, AKA Mysterio, William Baker or Flint Marko, AKA Sandman, and Adrian Toomes, AKA the Vulture, and recruited them into his Sinister Six.
