She wields the Rinne-Sharingan, which is needed to cast the strongest Genjutsu in the entire series. With her Rinne-Sharingan, Kaguya can cast the Infinite Tsukuyomi over the entire world.

Naruto Uzumaki
Evidently, Naruto managed to accomplish what his father couldn't, and eventually completed the Rasengan. The yellow-haired protagonist is arguably the most extensive user of the Rasengan in Naruto, having managed to create multiple forms of the technique.
The Raijin Slice combines space-time jutsu with a sword or other bladed weapon. The user teleports to a marked target in an instant to deliver a devastating blow. Not even the Sharingan can keep track of a ninja using a Raijin technique. Because of that fact, Raijin jutsu are the fastest in the entire Naruto world.
1) Clone technique
This is a technique taught to students before they graduate from the academy. The academy refrains from letting the students graduate unless they master this technique.
The Chidori was created by Kakashi Hatake after he failed to apply his lightning-nature to the Rasengan. He intended for the Chidori to be a weapon used only to protect friends and loved ones.

The only ones that make any sense at all is Naruto's 90 IQ… and Sasuke's 100-110 (even with sasuke, you'd think it would be a little higher). SOME of the only characters I see that surpass an IQ of 160-170 realistically are Minato, Itachi, Kakashi, Kabuto and Orochimaru.
