Superman can run and think fast, he just doesn't come close to The Flash's top speed. In all instances of racing The Flash, Superman has never bested him, and throughout the entire history of DC comics, these two heroes have drawn twice.
While not every Flash could beat Superman in a no-holds-barred race, the main Flashes - Barry Allen and Wally West - have both beaten Superman in a number of contests of speed. The Speed Force is a potent power source, allowing them to break the laws of physics in ways that Superman just can't.
Barry Allen
The first decisive victory between Superman and a speedster takes place in World's Finest Comics #198-199. As the cover to issue #198 boldly states: “And this time, there MUST be a winner!” Despite cover illustrations to the contrary, this race too is on foot, and it's Barry who claims victory.

In addition to her ability to fly and resilience, Captain Marvel's powerful energy blasts could trip up The Flash. Allen's speed wouldn't be enough to save him in a fight against Captain Marvel, whose own enhanced speed gives her an edge above Flash's usual competition.

Wally West is the Fastest Flash and is arguably the fastest being that has ever existed, as said by Max Mercury—and it has been remarked that Wally and Barry are the only two speedsters that were fast enough to even outrun death itself.
Thaddeus Thawne is one of the strangest characters around because he's technically half-Thawne half-Allen. That is, he's only that way because he's a literal clone of Bart Allen. Exceptionally creepy, Thawne defeated the Flash in a pretty devastating way.
Power and Abilities
Super Speed - The Black Flash can move and perceive on the same level of superhuman speed as Clark Kent and Bart Allen. This makes it faster than a mature super-powered Kryptonian and certainly faster than a speeding bullet.
Shazam can fly at the speed of light, which makes him faster than almost any other hero, but both Barry Allen and Wally West are able to move at speeds faster than light, meaning that while they would have to push themselves, at least two Flashes are faster than Shazam.
The Flash's command of his powers allows him to perform what's come to be known as the 'Infinite Mass Punch' - a move that could take down Superman.

Like other speedsters, Godspeed can run up to 10 times the speed of light by entering the Speed Force.
While Eobard Thawne is the fastest villain Flash has ever faced, Black Flash is the fastest speedster of all time. This being is Death for anyone who possesses the power of the Speed Force. When he shows up, someone is about to die, as seen in the cases of Barry Allen, Johnny Quick, and Bart Allen.
Hurting the Hulk would be hard for the Flash, especially since every missed attack would make the Hulk angrier. However, the Flash can always deploy the infinite mass punch, his most devastating attack. It would be a last resort but it would give the Flash the win.
The Flash can have advantages against Captain Marvel in combat with his incredible speed, but his strength is no match against the level of Captain Marvel. Captain Marvel's energy blasts will also be a disadvantage for the Flash. Allen's speed would not be enough to fight against Captain Marvel.
While the Flash has some healing powers, he doesn't have the physical capability of Ghost Rider. Ghost Rider's healing powers surpass Flash's, as he has the ability to regenerate limbs. Even with his momentum-generated attacks, the Flash wouldn't do much damage to Ghost Rider.
