Doctor Strange's third eye is originally a sign of a higher level of consciousness, and it can only be used by those whose souls are devoid of corruption.
Traditionally, the Eye of Agamotto is worn as an amulet, but in the comics, it occasionally manifested itself on Strange's forehead and gave him special powers.
