Because to a pureblood fanatic like Bellatrix, Harry is a Mudblood because one of his parents (Lily Evans) was a Muggleborn. Anyone with Muggle ancestry is one, including Snape since his father was a Muggle (Tobias).
People of this mixed parentage are called half-bloods; magical people with any Muggle ancestry on the one side or the other are half-bloods as well. The most prominent Muggle-born in the Harry Potter series is Hermione Granger, who was born to Muggles of undisclosed names.

The founder highly valued and favoured pure-blood students and the Sorting Hat admitted that it could be a factor when being sorted. Students of any blood status could be placed in the house. However, a Muggle-born student from that house was considered to be quite rare.
Salazar Slytherin never allowed muggle-borns in his house and there has never been a muggle-born sorted in Slytherin.
Just like his father, Draco loved to hate on Muggles. He took particular pleasure in taunting Hermione Granger, who just happened to have Muggle parents. Malfoy called her 'Mudblood', a very grave insult referring to a wizard or witch born to non-magic parents.

Draco Malfoy's mother Narcissa was cold, cunning and devoted to the Dark Lord. But she was also a mother, which meant she was willing to risk everything to make sure her son was safe.
