As the Omni-King himself, Zeno is most likely completely impervious to Hakai techniques no matter who uses them. He reigns above the Gods of Destruction and is undoubtedly stronger than them, making him impervious to their Hakai techniques as a result.
The Omni-King of all the Dragon Ball multiverse, if there is a being that can survive this technique it is Zeno. His power is feared in all the universes and he possesses a power even greater than the Hakai's, the ability to erase anything he desires from existence.
[ Still trying to do the math on how, the only thing to ever actually damage Saitama in the series is a cat scratching his face.
As Gods of Destruction, they possess the power to destroy almost anything with little effort, even intangible beings such as souls. People killed by Hakai do not go to Other World and simply cease to exist. Despite this, Destruction cannot be used to kill immortals.
In the manga, Goku initially believes that Hakai can destroy an immortal like Future Zamasu, but Beerus later confirms it cannot. In the anime, Goku believes it cannot destroy an immortal, which Whis then indirectly supports by saying they have a sealing technique to deal with Zamasu.
1) Beerus. Beerus, the first god of destruction in Dragon Ball Super, is naturally number one. His hakai ability has been demonstrated with him destroying the soul of Doctor Masharito and Zamasu.
One Punch Man Chapter 167 where we get the. continuation of Saitama vs Cosmic Garou! Saitama. bleeds for the first time ever, Saitama uses 100% True.
Being a supernatural deity, Rimuru is immune to any kind of physical attack, so Saitama's punches are a no-go. Moreover, destroying his physical body won't kill him unless his core is destroyed, that is, his soul. Until Saitama uses some special magic spell, he cannot defeat Rimuru.
In summation. While Goku would be unable to survive a true Hakai blast as seen in Dragon Ball Super, it seems as though he can survive the weakened version of Destruction Energy. Beerus did save Goku from this energy in the end, yet the Saiyan showed no signs of being unable to handle the energy himself.
Hakai is a technique that can only be achieved by a god of destruction. If you are not a god it is impossible to master the hakai technique. But that's only looking from the anime. In the manga Goku is able to learn hakai in a fight against fused zamasu.
Hakai is able to instantly destroy the body and even souls of mortals and low-tier Gods, which can be seen in action when Beerus uses the technique on Zamasu and the ghost of Dr. Mashirito. Although the technique is first seen being used by Beerus, all Gods of Destruction can utilize the ability.
TLDR: Toppo was holding back Hakai to not destroy Vegeta but just nullify his attacks, Vegeta used SSB aura to burn through the Hakai.

The Caped Baldy ordered some fries for her, leaving Fubuki surprised that he was making a kind gesture towards her. The fanbase thought Fubuki had romantic feelings towards Saitama due to this interaction.
Saitama could never be killed by the likes of a gun. He can't be killed by a squared up punch to the back of the head by the fully powered Demon level Deep Sea King, which is mind you, thousands of times more powerful, lethal, or dangerous than any gun.
It is true that we have not seen Saitama's full power, and his fight with the God of his universe is fast approaching, but until we see him at his full potential, it is clear that Saitama is no match for Zeno now.
If we move our arms inwards in an attempt to punch ourselves, it produces less force. Also, our brains would reactively reduce the force if it realizes that we're punching ourselves - which means that Saitama can likely never punch himself with his full power, and thus be able to survive his own punch.
Is Saitama immortal? As of the latest chapters of the well revised Manga, and the on-going slow updated web comic of One Punch man, I will say he is officially an Undefeated character and cannot be killed.

So far, Saitama is the strongest being in his universe, as only a handful of opponents have survived getting hit by one of his punches.
The only upside I can see to the Spirit Bomb is that it doesn't completely sap you of your energy, unlike Hakai which practically rendered Goku immobile. However both these attacks are more or less last ditch efforts to take down an enemy who is far more powerful than you.
