A delivered text message status does not necessarily mean that the recipient reads the message. It simply means that the message was received by their device and is stored in their memory. The recipient may still choose not to read or open the message, even though it has been delivered successfully.
Message Read Receipts on Android
You can turn it on in your messaging app Settings. Click directly on Multimedia Messages, Text Messages, or open More Settings to see these options. Then, tap Chat Features to turn on Send read receipts. Once it is turned on, the checkmarks in your previous conversations will change.
Why does my text say delivered but not read? It is possible that your text was delivered to the recipient's phone, but they may not have opened it yet. If your message is urgent, you can try sending another text or calling the person directly.
If the text message says delivered, that just means that it made it to its destination safely. If the recipient hasn't opened it, then it wouldn't show as “read”.
"Delivered" means the message has been successfully received by the person's iPhone, but not necessarily that it has been opened. If Read Receipts are on, it will show the time the message was read. If Read Receipts are off, it will say "Delivered" regardless if they have read it or not.
If iMessage shows "delivered" under the message you sent, you are not blocked. Some people have their read receipts status turned off, so that's never going to change to "read" if they have it turned off.
Delivered means the message was successfully delivered from Apple's servers to the person you are texting. If the "Delivered" status never changes to "Read", this means the person never read the message/deleted the message before opening it or has "Send read receipts" disabled.
Delivery Report
When you Ignore a chat thread, even though you will receive all the messages, the Messenger will mark them as Sent only and not Delivered. You will see a hollow blue circle with a checkmark inside to indicate Sent, and a filled-in blue circle shows it as Delivered.
Sent: The mobile device has sent the SMS to the SMSC (Short message service center). And the SMSC has confirmed it has received the SMS. Delivered: The mobile device has received a SMS-DELIVER (Delivery Notification). Although delivered is a relative term in the SMS world.
Messenger uses small, circular icons that show up in the lower right the message window. If a friend has read your message, you'll see a miniature version of their profile picture. If they haven't, you'll see a blue icon with a white checkmark indicating the message has been delivered, but not yet read.
If you've been bombarded with texts from a single person and never responded, it may be up to the texter to get the hint. Yup! You've got it. Ignoring someone is rude.
"Delivered" is a good sign. It means that the text is ready and waiting for them to open it. The service provider has now received confirmation that the message has been delivered to the recipient's phone. We then receive a signal stating that the SMS message has been delivered.
If you haven't been blocked, the status will read "Delivered." And if the person has enabled read receipts, it will later turn to "Read" once they open the message. A red flag that you've been blocked is when you don't see the delivery status or the read receipt at all.
How can you tell if someone has read your text without read receipts? Two blue check marks mean the message has been read. You can press and hold the message to see what time it was read if you really need to. If the two check marks stay gray, the recipient may have turned read receipts off.

When Deliver Quietly is enabled, notifications will still come through, but not all of them will appear on your iPhone's lock screen.
The recipient simply might be logged out of their Facebook account and Messenger app. If you send him a message that's not delivered, it might mean he is offline. Have patience and see if the message changes to the delivered status once the recipient logs in.

Find out why he ignored you in the first place
Do not be in a rush to reply to the text. Instead, reflect on how long he has been ignoring you and if he did it on purpose or if it's due to other factors. Taking a deep retrospect of the situation would do you great good.
If the person who you sent a message to has their read receipts enabled, then they will automatically send a read receipt when they open the message. Some people don't have receipts enabled, and it's usually pretty easy to tell.
As long as the recipient is logged into Facebook, your message should be delivered within a few moments, which means you'll see the check mark icon's filled-in version. Of course, it might not be read for a while; your recipient needs to open Messenger and view the message thread for that to happen.
