A "blank Quirk" is a Quirk factor that requires the user to gradually build up a certain resource to fuel its power. An analogy would be if Neito copied a car but only the vehicle itself, with no gasoline inside. He cannot refill the car's gas tank, so to speak, and thus the power does no good in his hands.
It's then Monoma confirms that he "drew a blank," meaning he was unable to copy One For All. He wonders why it didn't activate, but this has fans scratching their heads as well.
He can't effectively use copied Quirks that require a previously-stored resource, such as One For All (power), Fat Absorption (body fat), and Rewind (unknown).
In Chapter 216, there's an idea introduced that Monoma draws "Blanks." He was unable to copy Midoriya's One For All strength given the fact it's been stockpiled (and he's only able to copy a Quirk at its base level), and reveals that he sometimes isn't able to copy a power at all.
Neito Monoma couldn't use Eri's Quirk, because it is not compatible with his own Quirk. Although Neito Monoma can indeed copy any Quirk, he only copies them in their "base" state. We could say Neito Monoma obtains the Quirk as if he was a baby and the Quirk manifested for the first time.
