The DCEU's Barry Allen is easily faster than the current comic incarnation of Makkari. Following her resurrection, Makkari's top speed is only about three times the speed of sound, which is hardly comparable to The Flash's reality-warping movement speeds.
The two had a rematch in Quasar #58, but the Buried Alien, now known as Fast Forward, was forced to drop out after he stopped another contestant from sabotaging Makkari, with the race eventually ruled not to count. So as far as canon goes, The Flash is faster and beat Makkari in a race.

While he's much older now, Jay Garrick, in his prime, could easily have outrun Barry Allen without even breaking a sweat. He managed to run at the speeds of light and left an amazing impression over the DC Universe.
By the end of the series he has become the Dreaming Celestial's prophet. Later when the Celestials' Final Host arrived on Earth, Makkari along with all the Eternals killed themselves after realizing the true purpose for which they were created. In the 2021 Eternals series, Makkari was resurrected as a woman of color.
Quicksilver
His speed has been estimated well over 8500 miles per hour. To put that into perspective, even the fastest car in the world is only capable of achieving speeds of 301 miles per hour. Simple math says that Quicksilver is 28 times faster than the fastest car in the world.

Makkari uses her speed to protect the innocent and fight Deviants. Makkari is deaf, she communicates entirely with sign language and facial expressions, and the other Eternals have no trouble understanding her.

Who can beat Makkari? So as far as canon goes, The Flash is faster and beat Makkari in a race. Quasar #58 also sees Makkari remark about not understanding death, and that is because the Eternals do not die, do not change, do not have handicaps, as they are eternal.
Makkari is stronger, more durable, and the better fighter, Quicksilver's only edge is speed. With that knowledge you would think Makkari would win, but you would be mistaken. You see Quicksilver is not twice as fast as her, not 10 times, not 100 times, not even 1000 times, but over 9000 times faster than her.

Makkari. Makkari (Lauren Ridloff), the fastest of the Eternals and the MCU's first deaf superhero, likely has roots in the Roman god Mercury. Mercury was the messenger of the gods, the overseer of travelers and messages, and the shepherd of souls into the afterlife.
